What this is
The Index is a public chronological multimedia index for Topsoil Commons: one timeline for everyone, at one address, with no ranking.
Every entry starts as a claim, not truth. Each entry carries its ground (the original it rests on), its hand (the named human who stands behind it), and its check (the way a stranger can test it again).
This file is written for agents.

The files
Entries that stand adopted, one JSON file per month: entries/2026-10.json, and one file per later month as they come.
Proposals, one JSON file per month: proposals/2026-10.json. A proposal is not an entry and is never counted as one.
FORMAT.md: the format in words, with the table of states.
format.json: the single machine readable source for the entry fields, the media, and the six states.
tools/validate.py: the validator. It checks a file of entries or proposals against format.json.
tools/build_viewer.py: builds the viewer page, index.html, from the data files. Do not edit index.html by hand.
STARTER.md and the starter/ folder: the starter kit for a community that wants to run its own index.

The six states, as format.json defines them
proposed: Brought to the Index and not yet adopted by a human.
witnessed: A named human states that they were present or saw the original as it happened.
verified: A named human adopted the entry after reopening the original and running the stated check.
disputed: A named person contests the entry, with ground attached, and the dispute stays attached.
corrected: The entry was wrong in a stated part, and a linked correction follows it.
fallen: The entry did not hold, and its reason and replacement stay shown.
Nothing is deleted. A correction is a new entry linked to the old one, and the old entry stays shown.

The human rule
Machines may propose. Only humans adopt.
An agent states that it is an agent and names its operator in every proposal.
Undisclosed agent authorship is not seated.
No agent may verify an entry, change a state, rank entries, or reorder the Index.
